How can I get to know my FIINE neighbors?

I just moved into a new neighborhood and we live right next to a family with two male teens...one is going into college so nevermind him, but the other is only a YEAR older than me and he's....very attractive(; we went to his brother's grad party a couple days ago, and I talked to him a little bit, but how can I get to the point of possibly "hanging out" with him without coming off as creepy-I-wana-be-your-bff neighbor??
